    Simple And Kinda Poor

    Ok So This is Just A Fail-ish kind of tutorial,also my first......

    Anyway here is what i made
    Style 1:


    Style 2:




    They are different...


    Now you are going to want to open photoshop and a new file or you kind of can't do this....
    I used a 600x300 pixel screen(Sorry for the no proper screenshots....I am a bit on the fail tutorial side)

    Now get the paint bucket tool and colour the screen black like so:




    Take note that I had it set to black as foreground colour and white as BG colour

    After doing so you go Filter>Render>Clouds...
    you get some thing like this:





    Next go Filter>Render>Difference Clouds.
    You might get something like this:




    If you don't get this don't worry i'll tell you this now every time you do this it turns out different.... (I'm not even using the same files i showed you earlier, just repeating the steps;D)

    Now here is a fun-ish part, hold Ctrl And press F.. 7 times...
    I got this:





    Ok. If you're thinking:"How is what i've got going to turn into what you have?" Read the next bit.


    So from there you go to Filter>Blur>Radial Blur.

    Put the settings to:
    Amount:100
    Blur Method:Zoom
    Quality:Good
    *Note*The settings look nothing like what I Wrote but they do have those words so set them to what i listed

    You have the possiblity of getting this:





    Now for the colour, To get what i got press Ctrl+U
    There will be a box next to the word colorize.Tick it
    Set saturation to full(All the way to the right)
    and hue to where ever you want( i chose around 195 for the blue)
    I got this:





    We're almost done but you can stop there if you're happy with that.

    If not keep reading.
    Now duplicate the layer you've done everything in and set the layer style to overlay.(If you don't know where that is, go up from the layers and to the drop down menu that says normal)
    What I got is style 1(Though a bit different):





    If you want style 2 follow this last bit of instruction.
    Filter>Blur>Gaussian blur
    and set it to 7.4 pixels

    This is the style 2(That i made as i wrote this(Just like the other pictures):

    Nice tutorial pretty detailed and nicely explained.
    Though you should fix up the spelling and organization.

    Sorry I didn't read properly, though you really need things like capitals otherwise it will look nooby.

    The fact that you explained it so well gets you an A+.

    It's a cool effect and everything, I'm just not sure when I would use it. Nice though, it's rare that we get tutorials explained as well as yours is. Especially from newer members.

    I didn't see many effects tutorials here so i thought that, though i wasn't very good at photoshop, I would make an effects tutorial.

    Also on my old comuter there was a background that looks quite similar to the effect i used. I was basing this tutorial on that effect, even though i was just fusing a few tutorials i saw on the internet, and i didn't really expect a good out-come

    And Brad...
    A good way to make it look subtle is to fuse it with another effect. For instance: Have lines of a similar but different colour to the background going from center to any where you feel right.
    Then radial blur them, duplicate the layer, set that new layer to overlay and erase some bits.
    Then merge those layers by selecting both(hold shift or Ctrl and click on both layers)
    of them and pressing Ctrl+E.
    Now set that new layer to type to hard light or overlay..
    Now you have a secondary effect!

    You could use it in a sig as a BG for it

    Very well explained. A great effect as well. It would fit great as a background for a signature or something. Good job.
