Just draw your back ground in layers Eg. blue is the bottom for sky, mountains on the 2nd, trees of the 3rd. Turn the objects into each layer into movie clips. Using Tween animation, animate each background movie clip going left or right, the opposite direction of the character walking. The lowest layer, the blue sky, doesn't need to move, but the mountains should move slow than the trees as they're farther away.

If you have any questions about how to tween, make layers, etc. that's all covered in my tutorial: http://www.darkdemon.org/viewtopic.php?t=13239
