Is it a physical problem? Does the wheel not spin, or does your computer just not recognize it?

Or, if you're using firefox, you may want to check your preferences. One of my friends had this problem, so I had him download an extension to unlock some hidden scroll features.

If it's not working on anything, then it's most likely your mouse that's broken.

Try to buy a new mouse and if that doesn't work it is your computer.

Try unplugging the mouse from your comp and plugging it back in, or restarting your computer.

I dunno if you've already tried that, but go ahead if you haven't.
