Removing Scroll bars in Windows XP

Ok, I used to not have scroll bars in Pivot, but then I changed the theme to windows Xp classic or something like that. Then scroll bars started to appear. I went on to Bolt's tutorial, but windows 7 and Vista had a few more options then windows Xp. When you went to appereance, then advanced, then went to the drop down menu, you should be able to click Border Padding and reduce the size to 0. When I go to the dropdown menu, the only thing related to that is "Scroll bars". The mimimum size to that is 8. So I can't get rid of them. Reminding you I used to not have scrollbars, so there must be a way. Any solutions?
