To scooter or not to scooter?

Right, I want you guys to help me make a decision.
On 11th October, it is my birthday, and in Scotland, that means I can get a scooter ( 50cc or under ).
The scooter, insurance, CBT ( Compulsory Basic Training ), helmet, etc will go on to about 1000.
I live in the countryside, about 8-12 miles away from school and friends ( apart from like, 1 person that lives about 2 miles away (walking distance))
Should I get a scooter, or wait another year and get a car?

However - The driving age for Scotland has been rumoured to be going up next year. This is not definate, but if it is, it will be going up from 17 to 18. Which would suck ass.
Is it a risk that I could take?

I hold a full licence, although I dont ride anymore so its pretty much pointless for me. I wanna complete my intense driving course in the summer so I can get a car.

I did it for the sake of it, but if its actually going to be useful for you to you and you'all ride around alot then I dont see why you shouldent.

I am tempted to get a scooter, but I am afraid of all of the money that will be wasted, on something that isn't critical.
Would it not be sensible to just save up for a better car?

And ( I know this sounds queer, but stfu ) my granny gave me a lot of money ( over 1 thousand pounds ) and she is really against getting a scooter. I would be using that money to buy one, so I would feel pretty guilty :/
